If you have access to Supported Repositories and did preform the admin-cui update, go back in from the console and check "Select Software Repositories" to see if your supported credentials are selected/entered. As it turns out all 3 of my systems were set back to community support. Then from terminal run zypper ref -f and zypper dup it will pickup the supported files and after a reboot issue with html emails clears.
Support did confirm they are seeing the issue in the Community repositories and are working to identify issue.
