when you work in a company that uses email
yes it is possible to send mails to someone with an out of office agent enabled
and yes it can happen that you send more than one mail to that person in a short period of time
and yes i like it when in my conversation tree (sometimes used for documentaion in court) a oof-notice (out of office notice) is showin up (makes things a lot easier) so to this point it is not a bug ...
but when the admin crew of the server is not able to set the grace period for sending a oof-notice again to the same sender for a new mail i call it a bug. (and no i dont want tho hack into code, this should be avail on the admin webIf)
but what i have not checked yet if a user (and i hope this is NOT possible) can set in some crazy outlook client setup his onwn grace period for a oof-notice
