Configured in outlook 365, OOF Rules are enforced at all times. If does not matter if the rules are enabled or disabled and whether OOF is actually on or not. The rules are also not visible in the web client.. The only way to "disable" them is to delete them or intentionally edit them in some way to fail execution - and has to be done from within Outlook.
