WalterH I apologize - that info was a week ago. Restarting those services still generates the same error and success for the user on import, but the user can now login to the web. Unfortunately, the original folder issue remains, though.
Here are the steps I performed:
I login to GWeb as the user (mailbox is empty).
I create a subfolder, WebTest, in the inbox in GWeb.
I can expand and shrink the inbox tree in GWeb.
I login via Outlook 365 as the user with a new profile.
I can see the WebTest folder and I can expand and shrink the tree in Outlook.
I create an Inbox subfolder, OutlookTest, in Outlook 365
I reload (F5) in Edge Browser to refresh GWeb
I can no longer expand the inbox in GWeb and I cannot see either subfolder.
I delete the OutlookTest folder in Outlook 365
I reload (F5) in Edge Browser to refresh GWeb
I can now expand the Inbox and see the WebTest folder in GWeb
